Peter Duggan, CCE, PSP
Co-Founder and CEO
Peter co-founded Proactive with a desire to bring improved processes and technologies to the construction industry’s most forward thinking leaders. Peter’s expertise lies in the analysis and resolution of construction claims. With that expertise, he ensures that all of Proactive’s work is done with an eye towards avoiding claims, and their evil twin, construction litigation. With the help of some progressive clients, Peter has pioneered a collaborative delay analysis process which keeps stakeholders out of court and eliminates wasteful and duplicative claim analysis. Peter’s current and recent engagements include a $173M hotel and condominium project in Beverly Hills, California, a $160M condominium tower in Las Vegas, Nevada, a $130M office building in Boston, Massachusetts, a $76M hospital project in Fairfax, Virginia, and a €400M philharmonic center/hotel/condominium project in Hamburg, Germany.
Prior to his work at Proactive, Peter co-founded the Duggan Rhodes Group, LLC (DRG), a boutique construction consulting firm headquartered in Pittsburgh, Pennsylvania. Peter’s focused approach to business, and his desire to surround himself with the best people, helped the DRG obtain awards as one of Pittsburgh’s fastest growing businesses in 2001, 2003, 2004 and 2005. While at DRG, Peter served as an expert witness on numerous delay and inefficiency claims. Prior to his work at DRG, Peter was a Principal in the construction division of Peterson Worldwide, which later became Navigant Consulting.
Peter is a member of the American Arbitration Association panel of construction arbitrators and has also served as a construction mediator. Peter graduated with honors with a BS in Mechanical Engineering from Lehigh University and later went on to earn an MBA from Carnegie Mellon’s Tepper School of Business (which was known as GSIA at the time Peter graduated). Peter is father of two and he resides in Northampton, Massachusetts.

Sam specializes in the collaborative application of cutting-edge, technology-based project controls processes and tools for construction projects. His expertise in Building Information Modeling (BIM), 4D scheduling, CPM scheduling, and other project controls gives him the ability to enable clients to apply lean construction principles to more effectively manage their projects.
Sam has worked on over $2B of construction projects and has recently performed Owner BIM Standards development for multiple large university and healthcare owners; BIM process implementation services for a $700M university hospital, $100M medical office building, $95M university laboratory, $70M hospital expansion, $60M thermal energy plant, and $35M university building; 4D scheduling services for a $100M power plant and $20M university building; CPM scheduling services for multiple $40M+ projects; and project controls services for a $250M high-rise, $380M hospital, $75M hospital expansion, and $90M university laboratory.
Before co-founding Proactive Controls Group, Sam was a consultant and program manager for the Duggan Rhodes Group (DRG), a construction claims consulting firm. While with DRG he led the 4D scheduling practice and performed project delay and damages analysis and on a variety of projects.
Prior to joining DRG, Sam was with Walsh Construction, an ENR top-20 general contractor based in Chicago, Illinois, where he worked as a project estimator and project engineer. While at Walsh he also served as assistant project manager on a $95M multi-use convention center, office building, and parking garage facility.
Sam graduated with a Bachelor of Science degree in Mechanical Engineering and a Master of Project Management degree in Construction Management from Northwestern University in Evanston, Illinois, where he was also a two-time All American in wrestling. Sam currently resides in Cleveland, Ohio with his wife and two children.
Keith has over 20 years of experience in the construction industry providing innovative solutions in project controls, scheduling, and BIM. Keith is responsible for overseeing Proactive’s project controls assignments and ensuring that project solutions are tailored to each one of our clients’ needs. His current and recent assignments include a $380M IPD healthcare project in Kentucky, a $76M healthcare project in Virginia, and a $17M military headquarters project in Virginia.
Prior to joining Proactive, Keith held executive level positions with national consulting firms as well as global construction management firms such as Bovis and Skanska. Keith’s project experience covers well over $7 billion in construction costs and includes such high profile projects as the $1.5 billion Goldman Sachs Headquarters in New York, the $1.5 billion Venetian Hotel/Casino in Las Vegas, the $1.2 billion redevelopment of the American Airlines terminal at JFK Airport, the $800M Time Warner Center in New York, and the $150 million National Museum for the American Indian in Washington DC.
Keith has shared his innovative project controls expertise with a variety of clients in both the private and public sector spanning many different markets. In healthcare, his clients have included New York-Presbyterian/Cornell Medical Center, Virginia Commonwealth University, and Duke University Medical Center. His higher education clients have included Columbia University, Duke University, and Cornell University. Keith’s public sector experience includes working with such clients as the General Services Administration, the Smithsonian Institution, and the United Nations.
Keith is LEED accredited and has partnered on research projects with industry leaders including Stanford University’s Center for Integrated Facility Engineering (CIFE) and Berkeley’s Project Production Systems Laboratory (P2SL). Keith has a BS in Architectural Technology from New York Institute of Technology, is a father of two and resides in Cary, North Carolina.
Chris specializes in scheduling, project controls, and productivity analysis for Proactive Controls Group. He brings to the organization 20 years of project controls experience across multiple facets of the construction industry, including process manufacturing, pharmaceutical, governmental, educational, residential, cultural, railway transportation, and bridges. His experiences include the preparation of resource and cost-loaded integrated master baseline schedules, preconstruction schedules, detailed commissioning and start-up schedules, as well as cost measurement, earned value progress measurement, and manpower productivity analysis.
Previously, Chris served as Schedule Manager for Consigli Construction Company, a leading construction manager and general contractor based in Milford, Massachusetts. There, he provided his expertise to the Novartis Institute for Biomedical Research project, where he performed preconstruction planning and detailed baseline schedule development for a new 600,000-square-foot research facility.
Before joining Consigli, Chris worked for Bovis Lend Lease, where he served most recently as Chief Scheduler on projects such as Shire HGT’s Research Facility and Manufacturing Facility; Lonza Biologics’ Singapore Expansion; Genzyme Corporation’s Science Building and Central Utility Building; and Extell Development Corp.’s Intercontinental Hotel and Residences. Other projects Chris worked on during his tenure with Bovis Lend Lease included Merck & Co.’s Boston Research Center, New York City Department of Transportation’s Williamsburg Bridge, and Grand Central Terminal Renovation.
Chris earned a Bachelor of Science in Architectural Technology from the New York Institute of Technology. He currently resides in Plymouth, Massachusetts with his wife and two children.
